What is Black Health in 2026? / Collective Heartbeat

Frederick Hawkins is a dedicated community leader and advocate with 20 years of experience in community engagement and youth development. Across each of his roles before joining the Office of Community Partnerships, Frederick has been instrumental in creating positive change in predominantly African American communities.

After attending Tuskegee University, he moved to New York City and served as a Peacemaker Program Director at the renowned Harlem Children's Zone. He also served as a co-lead of the nation’s first social impact bond initiative, creating programming for the Adolescent Behavioral Learning Experience program on Rikers Island.

Since moving to Montgomery County, Maryland, Mr. Hawkins has trained mentors for children and young adults in foster care and facilitated workshops on cultural competency, community engagement, and related topics. He has collaborated with FEMA, Johns Hopkins University, and DCHA on community initiatives, including vaccination drives, rental assistance efforts, mentorship programs, and food distribution efforts.

Mr. Hawkins believes deeply in the power of community, collective healing, and building a brighter future through engagement, advocacy, and connection.
